userdefs.js: add PT/SC header, fix tab alignment, remove CVS $Id$
Add the PT/SC file header (tab-size 4, use-tabs) used by the sibling sbbsdefs.js and nodedefs.js, and realign the USER_, QWK_, and CHAT_
constant blocks with tabs so they line up at ts=4; they had mixed tabs and spaces that aligned at no tab width. Also remove the stale CVS $Id$
keyword and trailing whitespace.
