CA is hunting down those who left, picking their pockets four years later. Check out the balls on these people:

This is what a failing state looks like.

"Provide a narrative of the circumstances surrounding you becoming non-residents"... what a joke.

I'd put "Nunya f*cking business" on that line of the form. Or maybe I'd list all of Gavin Newsom's failures and the missing $24 billion in homeless money and the missing $31 billion in COVID money and the $5/gallon gas prices while every other state is in the $2?s. And the $19 billion blown on a railroad that's been under construction for 17 years and doesn't have even one inch of track laid down. And the cradle-to-grave health care for illegal aliens. And the massive incompetence that led to two entire cities being burned off the map.

It's income tax. Every aspect of income tax is intrusive upon privacy.
Become a Georgist and retain complete privacy over your income and
    personal property.

In this case, the state has nexus. If it needs an explicit statement
from the taxpayer as to when he moved out, that's not unreasonable.
However, I don't see a need to answer any other question to enforce
    state income tax law.

"Upon permanently leaving California, I became a nonresident of
California." There is nothing else to say.

    . . .
