    I've always thought that panels/bumbers with shaped charges designed
    to blow up the other vehicle were the obvious answer.

    Note that I don't drive. I don't even use a vehicle unless I need to
    get someplace far far away. I walk everywhere I go.

    alongside of when their shaped charges go off. :P

    I don't walk down the middle of the street. And if some vehicle does
    set another vehicle's charges off, that vehicle will shield me.

    The actual problem is, of course, that this would be very illegal.
