Yeah, high ground is nice during a flood. Been there, done that, lost
over a thousand SF/F books in The Great Flood of 1989.

I think that was the one where I flew over a group of islands called
Dallas, and saw cows floating in the fields on the way to Huntsville.

The 1994 floods may have been worse, though perhaps not in Houston. And
a group of meteorologists made a killing in soybean futures.

Was there a flood circa 2000? I recall visiting some people in Houston
at that time. Their outbuilding had flooded, but the house itself was
on a small rise and escaped by inches. They moved to North Carolina and
were flooded again last fall, only worse.

Texas has five climates as you well know. And hundreds of
microclimates. As an area roughly 800 miles wide by 800 miles north to
south, there can be droughts and floods going on within a 100 miles of
each other in Texas at any given moment.

The Great Flood of 1989 in Dallas was 7 inches of rain in one hour.
Every dip in the neighborhoods became a river, it was horrible.

Houston has floods routinely, usually 3 to 5 per year (SWAG). There is
even a five stage flooding scale:
