Bad writing from a bunch of crazy, degenerate, woke, sex obsessed, self-serving, child grooming, tossers is what ruins character development.

Character development doesn't necessarily have to be front and center,
either. It's okay for an episode to be entirely or largely self-
    contained.

When I watch reruns of House, M.D., the interesting ones are the ones
with fun patients. The ones focused on the doctors' lives are dull.
