    How is Gallifrey structured?

    Well, there's the Council and the Lord/Lady President who
    leads it. Other than that, we haven't seen much of
    Gallifrey's structure.

    They may be few enough in number that they don't need
    much structure. Most of Gallifrey's inhabitants seemed to
    live outside the Citadel, or at least that was my
    impression.

    No. Did they kick him out at some point?

    New Rassilon was still in charge when the Doctor

    They did not live in cities. They lived in the forest and they were
    fugitives from the Citadel. Given that there were no children among them
    they would not have lasted more than a generation.

    did love "Heaven Sent," though, as a one-off. That was a
    fine hour of TV, well-crafted and well-acted.

    own criterion.

    What makes you so sure none of them had children? We

    I saw both, but "Hell Bent" didn't impress me as much as
    "Heaven Sent." The latter was incredibly written and
    presented, IMO, as well as with Capaldi's usual fine
    acting.
