Would Time Earl be a higher rank than Time Lord? Time King anyone? Time Peasant? Time Serf? Time Villain (as in villager)?

I could see a Time King popping up as a villain.

How is Gallifrey structured?
Well, there's the Council and the Lord/Lady President who
leads it. Other than that, we haven't seen much of
Gallifrey's structure.
They may be few enough in number that they don't need
much structure. Most of Gallifrey's inhabitants seemed to
live outside the Citadel, or at least that was my
impression.

We've never been shown the existence of any cities on Gallifrey outside
of the Citadel.

Lik Rassilon?
I'd rather see an original villain. Besides, in my head
canon, the current Rassilon is merely named after the
founder, not literally him.
Do you recall what they did to Rassilon under 12?

No. Did they kick him out at some point?
New Rassilon was still in charge when the Doctor
confronted him in "Hell Bent."
Until the Doctor exiled him.

They did not live in cities. They lived in the forest and they were fugitives from the Citadel.
Given that there were no children among them
they would not have lasted more than a generation.

fine hour of TV, well-crafted and well-acted.

Heaven Sent / Hell Bent.
What about them?
I saw both, but "Hell Bent" didn't impress me as much as
"Heaven Sent." The latter was incredibly written and
presented, IMO, as well as with Capaldi's usual fine
acting.
There are back to back.
