That is possible. It certainly would explain the poor PR.
It is the BBC that own "Doctor Who" though, so you'd think they
would have had some sort of a Plan B for one of their own
television shows. They surely didn't expect the Disney
partnership to go on forever! So I can't see that saying a new
season of "Doctor Who" will air in the summer of 2027 (or
whenever) would be considered a crime.
The BBC has said the show will continue with or without Disney. They
may even already have a new partner signed up to take over, but legal
embargos stop them from being able to publically announce it yet.
The Disney contract probably also means the BBC is not being able to
accept money from any new partner until Disney's contract is fully
completed (even if that "new partner" is simply re-instating the
previous deals with international TV networks for broadcast rights).
Which would mean the BBC has to wait to start any work on a new season
of Doctor Who until they have the new money come in to avoid going into
a massive debt hole, even if a temporary one - they certainly have very
little spare cash laying around.
