Both poems *repeat* their title *phrase* at either the start or
finish of multiple stanzas. "On Mulberry Drive" becomes a refrain in
your poem *exactly* as "And to think that I saw it on Mulberry
Street" does in Dr. Seuss'.
Both poems purport to relate various things that the speaker
experienced On Mulberry Street/Drive.
You admit that you had read Dr. Seuss' book as a boy, and it is
obvious from your poem that Dr. Seuss' catchy refrain got stuck in
your subconscious, and influenced you to use the same repetitive
title/street name refrain in your poem.
It's really no big deal, as you could always say that it was an
allusion to Seuss's book that sets up an ironic comparison between
the two thoroughfares. Which, in a very broad way, it does.
