How should Europe respond?

Last weekend, Trump announced that all countries sending troops to Greenland will be subject to an additional 10% import tariff. If that's not a declaration of war on NATO, what is it?
In any case, I think Europe should be tough now and announce to the US a 25% import tariff on all American goods as soon as the additional 10% takes effect.
If Trump then raises his tariff to 50%, then Europe should forcefully impose a 100% tariff on American goods. Just play along at his level. The fun will quickly be over for the US, because they are already looking much more towards other trading partners than the US. After all, the US is increasingly isolated.
The 100% import tariff on all consumer goods from the US will also make it clear to European policymakers that American weapons are no longer interesting. Continue developing their own weapons industry.
