This will make it easier for them to freeze the assets of protesters.
They're trying to do the same thing with the Euro. Get
absolutely rid of paper money, make all transactions
visible for the tax-collector and tax the shit out of
everything, especially the tips of low-wage earning
waitresses who are considered the worst tax-evaders.
The same universal story ... try to screw the small
incomes and waive the big earners through.

Well, the gov't seems to be able to control the banks and reach
into people's bank accounts and do whatever they want right now
anyway.
They ARE suggesting that cash will still be legal tender
(primarily to support the unbanked, I presume), ..but as a
generation dies off and younger people embrace pure digital
transactions, they will have motive to discontinue printing
cash at any time thereafter.
I find that young people avoid cash if they can.
