Hello from Gubi Gubi country, this is Peter, VK4EA, bringing you the
good oil from the WIA board.

News from WRC23 well, the news is, good! Representing Australian
amateurs is are are our hard working volunteers, Peter Pokorny VK2EMR
and Dale Hughes VK1DSH.

The WIA and IARU Region 3 co-funded Dale and Peters attendance where
they report a successful WRC23 and in particular good news for the
23cm band where no new ITU radio regulations have been agreed on by
the member states, so, for moment, us, Australian Amateurs retain
secondary access to the 23cm band. We have had no indication from the
ACMA that any changes to the 23 cm band are being considered.

The board are extremely grateful for Dale and Peters contribution,
WRC23 has now concluded and preparations for the next WRC are already
underway.

In other IARU news, the three regional and governing associations are commencing discussions on merging the regions into one monolithic
international body. As with everything it makes sense to combine
efforts into one organisation, a bit like what happened with the
National WIA some time ago. The restructure has been planned to
take place in 2025.

While these discussions ensue, the IARU business continues and this
week we learn that Timothy Ellam (VE6SH / G4HUA) and Ole Garpestad
(LA2RR) have stood for re-election as President and Vice-President.
Subsequent to that announcement Ole decided to stand down and in his
place Thomas Wrede, DF2OO has been appointed after some period of
consultation.

The importance of the International Amateur Radio Union cannot be
understated, the ITU hold the IARU in high regard. With that in mind
the WIA is committed to support the Region 3 committee and in the
future, the consolidated IARU organisation.

The board wishes everybody listening a good holiday season and we look
forward to a productive 2024 advancing Australian Amateur radio.

ARLB036 WRC-23 Concludes with Wins for Amateur Radio and Agenda Items Designated for the Next Two Events


The following report comes from International Amateur Radio Union Secretary Joel Harrison, W5ZN:


After 4 hectic weeks of the 2023 World Radiocommunication Conference
(WRC-23), and a preceding week of Radiocommunication Assembly meetings,
WRC-23 concluded on Friday, December 15. Amateur radio fared very well
overall, despite the enormous pressures across the radio spectrum from LF to terahertz. This is a tribute to the effort of the International Amateur Radio Union (IARU) team, who at times had to work from 8:00 AM to as late as 2:00
AM the next morning, as well as on the weekends.


At the top of the amateur radio priority list was Agenda Item 9.1b, regarding the coexistence of the secondary amateur and amateur-satellite allocation
with the primary radionavigation satellite service in the 1240 - 1300 MHz
band. This had seen 4 years of strenuous effort prior to WRC and resulted in
a recommendation being agreed upon at the Radiocommunication Assembly,
followed by WRC-23 participants agreeing to mention the recommendation in a
new footnote for the allocation. Both the recommendation and the footnote are an excellent outcome for the amateur services.


Other items were relevant to the amateur service and were prioritized beforehand and included topics such as:


* AI 9.1a: Space weather sensors was an item of major interest. A clear definition for such sensors was confirmed, with frequency protection being agreed upon as an agenda item for WRC-27.


* AI 1.2: More broadband in the 3.3 GHz and 10 GHz bands (in Region 2). This
is a difficult challenge, as the amateur services are secondary with numerous (mainly South American) countries allocating mobile broadband by way of footnotes. Instead of a region-wide designation for IMT at 10.0 - 10.5 GHz in Region 2, there is a footnote limited to a dozen countries.


Every WRC agreed to an agenda for the next conference under AI 10. This AI
had an unprecedented number of proposals for WRC-27 and preliminary ones for WRC-31. Following the relatively quick agreement on AI 9.1b, the IARU team switched most of its efforts to the following future proposals to reduce the impact on the amateur services, as numerous amateur bands were under consideration.


The numerous changes dont formally take effect until 1 January 2025 and preparations are already underway to agree the agenda for future WRC events.

REGION ONE

The UK Meteor Beacon project is now in its second phase, and both phases have been supported by the RSGB Legacy Fund.


At the RSGB 2023 Convention, Brian Coleman, G4NNS outlined the plan for the second phase. A network of receivers will be developed, streaming their data via a central server for detailed study of individual meteor events. This is
a cooperation between the worlds of amateur radio and astronomy. You can now watch Brians presentation on the RSGB YouTube channel. The RSGB Legacy Fund supports a wide range of amateur radio projects. You can find out more and download an application form on the RSGB website

Ofcom in the UK have sweeping changes proposed for everything related
to amateur radio -- from call signs and power levels to the terms
under which a Notice of Variation is needed.

Jeremy Boot G4NJH gives us an overview.

JEREMY: A general notice from Ofcom has alerted radio amateurs in the UK to various licence changes the regulator is proposing. Licence variations are being proposed starting in February, affecting the use of Regional Secondary Locators, suffixes and unlicensed individuals' use of an amateur radio. Power limits would also be raised under certain conditions for Foundation, Intermediate and Full licensees.


Additional changes proposed for later in the year include more flexible approvals for special event stations and replacement of the issuance of the Intermediate licence series "2" callsign with "M8" and "M9" instead. Changes
to occur in late 2024, or early 2025, include the ability to change one's callsign periodically but no more than once every five years.


A full list of the vast array of changes - introduced in June of this year-
is available on the regulator's website. Ofcom is encouraging representations to be submitted on these proposals no later than 5 p.m. local time on the
22nd of January.

REGION TWO.

ARRL and Hamvention have announced that Hamvention will host the 2024 ARRL National Convention, May 17, 18, and 19 at the Greene County Fairgrounds in Xenia, Ohio. Hamvention is the world's largest annual gathering of radio amateurs and has been sponsored by the Dayton Amateur Radio Association
(DARA) since 1952.

"The theme is 'Expanding our Community'. This is in support of the growth of amateur radio worldwide."


Hamvention Awards Chair Michael Kalter, W8CI, also shared a reminder that the nomination period is open to submit nominations for 2024 Hamvention Awards, including the Amateur of the Year, Technical Achievement, Special
Achievement, and Club of the Year awards. More information about the awards
can found on the Hamvention website, and nominations will close on February
15, 2024.

Long-time HamSCI Advisory Board member Dr. Philip Erickson, W1PJE, was
recently named as the Incoming Director at MITs Haystack Observatory.

Haystack is a radio science and technology research centre, well known for astrophysical research using astronomical instrumentation at the cutting edge of technology. Of particular interest to HamSCI members are Haystacks
Geospace projects, including remote sensing of the ionosphere and other atmospheric regions utilizing a wide range of electromagnetic frequencies.


HamSCI serves as a means for fostering collaboration between professional researchers and amateur radio operators. It assists in developing and maintaining standards and agreements between all people and organizations involved. Its goals are to advance scientific research and understanding through amateur radio activities and encourage the development of new technologies to support this research.

What exactly is the World Radiosport Team Championship?

If your club or other group wants to hear about it directly from the
amateurs who are preparing to host it in the UK in 2026, you now have
that option.

The event's committee is making speakers available in person or via Zoom for club meetings to promote the event and answer questions about it. The 10th international radio contest event will be held in July 2026 in East Anglia
with the counties of Suffolk, Norfolk and Cambridgeshire hosting 50 operating sites for qualifying teams. It is often referred to as an Olympic-style event for amateur radio, occurring as it does every four years.

This contest is to encourage Amateur Radio promotional Activity
around the world and is designed to encourage friendly participation
and help improve the operating skills of participants.

It is held on the Australia Day Public Holiday, 26th of January.

Amateurs here in in VK will endeavour to contact other amateurs
around the world. Some VK operators will be using the AX prefix to
celebrate Australia day, as its wanted by many amateurs.

Scoring is distance based and calculated using 4-character grid
squares.

OF9X - took to the air on the 11th of December and will continue the
journey until 2159 UTC on the 31st of December.

OF9X is of course the annual Old Father Nine Xmas station

Symbol Rate Limitations Expire January 8th 2024

FCC rule changes regarding symbol rate limitations being removed from
the HF bands will go into effect on January 8th.

In November, the FCC put forth a Report and Order removing the symbol
rate limit and in its place implement a 2.8 kilohertz bandwidth
limitation. Those rules were adopted in a final Report and Order
published December 7. The rules outlined in the Report and Order go
into effect on January 8th, 2024.

AO-73 back in transponder mode

After a yearlong period of battery management, AMSAT-UK and AMSAT-NL have restarted the transponder on AO-73.


After 10 years in orbit, the battery on the satellite has reduced capacity
and until recently, has been unable to charge to the nominal 8.3V.


Although the battery voltage is varying between 8.13 in sunlight and 7.8V at the end of eclipse, this is much improved on the situation earlier in 2023.


Low power BPSK telemetry is transmitted on 145.935MHz

The inverting mode U/V transponder input is 435.130 to 435.150MHz

The transponder downlink is 145.970 to 145.950MHz

At the moment the satellite has a high spin rate of apx. 30 rpm and if youve not used AO-73 before, the downlink can be Doppler tracked successfully, but the input on 70cms is best tuned manually due to temperature drift of the receiver.

Peter 1 Island 2026

Plans are underway for a DXpedition to Peter 1 Island (AN-004).

A proper Antarctic vessel" equipped with two helicopters has been
secured, and plans are for 19 operators to stay on the island for
14 days in February 2026.

co-leaders

NOT to be confused with the RSGB's IOTA program, USI is an amateur
radio award program cantered around chasing and activating river,
lake, and ocean shore islands within the 50 United States and its
Territories and Protectorates.

US Islands Awards Program have organised a special 30th anniversary
award for hunters and activators throughout 2024. Hunters and
activators are tasked with activating, or working 30 different islands
in 2024. Individual and club awards will be available.

Youth on the Air (YOTA) Summer Camp in the Americas will be held July
7 - 12, in Halifax, Canada, at Mount Saint Vincent University.

Online applications for our licensed US amateur radio operators aged
15 - 25 in North, Central, and South America are now being accepted at YouthOnTheAir.org

The goal of the 2024 camp is to enrich the campers' amateur radio
experience. They can refine their skills; participate in unique
experiences with radio-related technologies, including kit builds,
contesting, satellite operations, and a special event station, and
meet other young hams through workshops and social events.

Although no word has reached WIA National News we will keep viewers
readers and listeners informed as to any Region 3 camp for YOTA .

Radio Scouting Update

Radio Scouting Ireland teams have been busy since JOTA-JOTI.

Firstly, Albert EI6KO and John EI3ISB visited Rathdrum Scouts for a
ham radio demo at their weekly meeting. Following a presentation
explaining Amateur Radio and Radio Scouting to a very enthusiastic
bunch of scouts and leaders, they then took part in making their first
QSOs using the EI10JOTA callsign. On Saturday 25th November.

The event was especially relevant given the awful scenes in Dublin
City just two days before.

The Scout and Ukraine Friendship Day invited over 200 young people
from Ukraine and youth members of Scout Groups in Dublin to make new
friends through fun, play, and adventure in scouting.

Both events were very uplifting due to the enthusiasm and appreciation
from all the youth and leaders involved.
