I don't know if the forum was locked, but I think we need to have more enhanced enrichment programs for children so they would not be illiterate where they can not read as adults.
There should be summer school enrichment programs to help improve childrens reading at the fourth, sixth and eigth grades.
In a culture where summer vacation is the norm, I imagine kids would typically not want to attend that.
When I was a kid, I remember summer school feeling like a kind of punishment, or it meant your grades weren't good enough (though I suppose that's exactly the reason you're describing).
Also, in recent years, I've heard the public school system in the US has generally lowered standards in order to be able to say more students are passing and graduating. I've been a bit surprised by that, and if true, I think the trend needs to be reversed. Although going through school can be tough at times as a kid, I think it's good to try to ensure kids get the education they need to be literate, decent at math, etc..
